This is absolutely beautiful!! And I don't even usually like Misty-mermaid artwork (as much as I DO love Pokéshipping). But I very much like what you did with her tail here; it's visually more interesting than what we usually see and the Goldeen-reference also makes it seem more fitting to the Pokémon world. Aside from that, the characters themselves just look fantastic. Instant fave! :)
